Id say Minato. Both really laid back, both incredible fighters, and they had idiot tendencies on occasions. Add in that their names were widely known, "Firefist Ace" and the "Yellow Flash". Also both sacrificed themselves to save what they viewed as most important. (Luffy and Konoha village, Naruto as well of course)
