So the fact that 2,207 out of 100,000 black people were jailed in 2010 means that black people generally live more of a life of crime than white people?
That's a simplistic statistic, but yes.
So does casual observation.
Let me ask you a few questions about this thing called 'Rap.' What do its modern renditions glorify? Dealing drugs. Pimping (owning prostitutes). Killing people. Rebelling against law and authority.
What 'community' did this 'Rap' originate from, and from what culture does it draw its roots?
For comparison - look at country music or rock music. Those two have origins and roots in the mostly white communities of rural and urban environments. There are veins of deviance in those two, as well - as any human expression can be expected to have... but the difference between the two groups is very, very telling.
Assigning a specific cause to this is not really possible - but a few bad polices established during the 60s combined with poor program implementations and a relatively volatile culture have all contributed.
For starters, welfare programs expanded. This has had a massively detrimental effect on society by establishing the concept that people are entitled to food, water, and shelter. These basic things are necessary for life - and life provided these things will inherently reproduce.
The problem is that all life takes resources. Entitlement programs grant resources to individuals whether or not they actually do something productive. Normally, diseases like small-pox would have taken care of those who 'just exist' and who generally avoid healthy environments - but that saving grace was erradicated a couple decades later.
That's one of the primary policy errors. Secondary policy errors include things like Equal Opportunity, where race became a very practical statistic in employment. People are hired and denied job opportunities based upon demographic quotas as opposed to individual performance. Another would be the concept of a "hate crime" which used racial factors to justify the criminalization of thought in the form of increased sentencing. If I, as a white guy, shoot another white guy... it's treated differently than if I shot a black guy. Because if I shoot a black guy, I obviously hate him more than the white guy I shot in the same manner.
These policies all aimed to decouple individual responsibility and accountability for the privelege of having food on the table, a job, etc. Some specifically targeted racial minorities to 'be equal' - others simply affected minorities greater because of the nature of groups that are not firmly established in employment/economic sectors. Trailer trash abuses many of the same programs, it's just that a lower percentage of the minority groups were established in a way that would prevent them from falling into the traps laid by these policies.
Then you had some failed programs that intended to provide housing and other such things. There have been multiple versions of the same basic failure over the years - but one of the initial ones was the construction of tenant housing complexes aimed at the lower economic classes (and, again, those without the established base were affected, and that was most often minority groups). The design of these buildings was often poor, and the nature of them made it very easy for all manner of crimes to be committed obscured from the eyes of law enforcement and the public at large. It turned into a disaster. The more recent attempt was the idea that banks could be allowed to loan out money under fractional reserve banking (allowed by the FDIC - which puts the printing press behind the stated account values of every bank) with reduced restrictions on housing loans to promote a higher housing rate (particularly among the lower income brackets).
That turned into an even worse disaster, and was a huge factor in the current economic slump. People were given loans they couldn't repay. I suspect quite a few of the loans were issued to people who barely understood market-function English ... if the loans weren't issued to people who disappeared from any sort of education before they achieved basic literacy.
This all compiled to have the unintended consequence of suppressing the natural progression and integration of these minority groups. They were lumped together into tenant housing where criminals had a much easier life (several stories of completely concealed stairwells... what could possibly go wrong, there?). Government policies and programs made it so that food and shelter were simply provided. Having or not having a job was of little consequence to your overall prospects (especially considering that coming -out- of these programs can cause a reduction in quality of life and increase financial strain/stress considerably, until a substantially higher pay scale can be achieved).
All of this served to isolate many of these communities and discourage the pursuit of classic employment or entrepreneur opportunities. And even if you did - you were really only competing against other members of this same ethnic community - since larger companies would not hire another ethnicity over you unless it was well within their quote. And once you're hired - most companies will almost instantly award you a settlement if you're fired and claim racism (because it's cheaper to negotiate a settlement than deal with the time, publicity, and costs of fighting it out in court); so your job is unusually secure (if you want to stick around).
Compare this to some of the minorities that immigrated during the 1910s and 20s. You had a massive surge of Germans and Irish during that time frame. Many of them came and found themselves living in a lower standard of living than they left back in their home country. They didn't speak the native language - which meant many of the legal documents - and often bore the brunt of old feuds carried over from Europe.
But no one simply fed them. They pooled their trades, formed their own 'home schools' (if you will) to teach each other English and to make themselves better able to work with the rest of the country.
My heritage is primarily German. My great great grandparents came here with very little. Most of them didn't speak English, and there were various 'racial slurs' directed at them. No one was there to make excuses for them. They either learned to function, or starved to death.
The only failing society has made with regards to the black community has been to remove that consequence. They have not been expected to adapt. They have always been seen in the shadows of slaves that most blacks today have no real heritage of. Of course, child labor and the use of Chinese and European immigrants for slave labor was far more wide-spread (and far more fatal) - but that little tidbit is never blatantly referred to in your history books as "slavery" (which is exactly what it was).
They've been expected to fail - expected to need government programs and interferrence to even remotely succeed in this world.
That's the institutional crime against Blacks and some of the 'newer' racial minorities.
But the fact is that they've indulged in the poorly planned policies laid before them and abused them to produce a culture that embraces crime and dysfunction.
I'm not going to sugar-coat it or be 'politically correct.' The Black community needs to pull its head out of its ass and un**** itself. They aren't the only ones. There is a growing sub-culture within the caucasian groups that is following in the footsteps. A lot of the Chinese immigrants have already fallen into the same trap. The Latinos are doing the same thing, and some of the less nationalistic of the Ukrainian immigrants have displayed some of the same tendencies (though many of them are far too 'wild' to rely on the government as a support system - if they have an affinity for criminal behavior, it's due to misguided, over-enthusiastic entrepreneurship).
End the welfare state and a lot of this 'racism' nonsense will show signs of drying up in about 10 years, with most of it considered gone after 30... by the 50 and 60 year marks, it may only be a foot-note in the more detailed of history courses (and largely forgotten by society - just as the racism and obstacles faced by Germans, Irish, Italians, etc).
'Crime' is what u make Crime, and all that comes from your culture. Why is it, that countries have different laws or legalized army slaughtering of little countries upon pretext of terrorism fighting, just to rob them of their resources
So, then what you are saying is that the 'crime' within the black community is actually an attempt to overthrow existing government and social authority?
That they should be allowed to write new laws where I have to accept a different way of life?
That's little different from tribal states that exist in a sort of quasi-anarchy where tribal authorities war against each other and power is constantly changing hands.
The 'nations' that adopt this model rarely make it to Medieval technological/industrail levels. I think I'll pass, and simply say that I'd prevent such a development at any cost.

There are no inferior or superior demographics. Human biodiversity is still very, very small. No distinct population has any unique traits that convey appreciable advantages compared to other populations.
That doesn't mean there aren't individuals that will out-class you in everything you attempt. It's not just because of effort on their part. Some people were blessed with a deeper portion of the gene pool. But, like I said, that's individual, not racial. At least for the foreseeable future. There may come a time when speciation occurs in the human race (it is more likely the larger the population grows) - but even that is most likely to be anatomical differences before neurological ones (though I could be wrong... I do feel that humans are largely self-selecting to become a hive-mind while some of the 'older genes,' like myself, seek independence from those that seem inclined to embrace the hive... that could easily lead to speciation, and quite rapidly, provided the self-selection is strong enough within both groups).
Look through to SEE CLEARLY, because the manner of looking at the surface only blinds people=D
