Where are you getting the idea that his s/t jutsu is greater than Minato's? We've never even seen it.

S/T Jutsu's is Minato's trademark and the mastery in Water Style Jutsu's is Tobi trademark.

Minato derived a lot of his jutsu's from FTG and made new techniques like Space-Time Barrier which can wrapped and teleport far distances from powerful attacks and foes e.g. Kurama. Could Tobi do that? No.

Lol you are honestly going to use a part one battle with oros unrefined edo to say he wasn't the greatest water style jutsu user? We haven't actually seen him fight on his own so while yes it was foolish to say he had great s/t jutsu then minato you in turn just did the same exact thing. Hypocrite.
