Actually, I think that shinobi can get a bounty if they are very strong and not always because they are criminals. As far as I can remember Asuma wasn't a criminal but he had a bounty because he was fairly strong.
After all, shinobi's bodies get destroyed after their death because their bodies hold the secrets to their jutsu's or Kekkei Genkai (as stated by Kakashi during the Haku and Zabuza arc) so those bodies would bring in a lot of money if they were strong *shrugs*
