Mayuri, because Orochimaru has a legitimate final goal he wants to reach, immortality/becoming the ultimate being, whereas Mayuri just does it because twisted experimentation is his passion. If I remember right, Mayuri says he hates scientists who want to reach the pinnacle of existence during the Szayel fight because they aren't true scientists.

It has to be Kurotsuchi,Orochimaru was so chill with Sasuke even after he Solo Negged him,and trapped him in his own Curse Mark ruining years of his planning.He even became more of a Sasuke fan,and was bordering on Naruto levels with it.
