if you go off of actual hit ratios id have to say kirin...seeing as though it successful struck 100% of the people it was used on. Even if its 1/1 thats better than amaterasu which has been avoided a few times now in the manga.

and to put it in a simple way If tsunade wasn't trying to save the village then she could have used her slug powers to avoid shinra tensei (without wasting much chakra to save village)
i dislike the fact that people underrate tsunade so much
she was trying to save the whole village & she saved the whole village... that feat is as good as pain destroying the whole village.

I chose Chibaku Tensei because it is unavoidable.

One option is to destroy it, which is not the same thing as avoiding it.

A strong defense like Susanoo would most likely keep you alive, but it is also not avoiding the technique, and you would be stuck in or on top of the sphere created out of its' surroundings.

yes naruto avoided it with A LOT of clones.. but who has the chakra and stamina to make that much of a clone? also, shinra tensei can be much more powerful as seen when nagato used it to destroy the village.
