Raiton/Mokuton Bushins for attack.
Kage Bushins for best chakra conservation I reckon (the other clones that can fight are more advanced so must cost mroe chakra)
Sais Ink clones seem to be awesome for intel sharing.

that depends on how does the user use it?
naruto,madra and hashirama use clones so well(big numbers) because of their chakra

but regardless the number of clones ,i think it would go to kakashi's lighting clone,diedra's explosive clone

imagine if diedra had had chakra like naruto and had made 1000 explosive clones ,that would have been so great ,and the same thing go with kakashi
