Orochimaru definitely. they all pretty messed up, however Oro actually experimented on and was responsible for the death of children, as well as other people who actually looked up to him

Orochimaru founded a village just to conquer his own goals, had orphan children and gave them a certain hope, betrayed them in the end, was not bothered when 5 of them (Sound 4 and Kimi) Died for him, and still loved him. Orochimaru is the only one in the series who truly ruined lives, Obito and Madara are just suffering from the curse of hatred.

I don't consider Hidan evil, simply because he was raised to be the way he was.

and also he's crazy, and craziness isn't really a choice.

He thinks killing for his god is justice, he never forsaken any of his ideals which is what defines someone as evil

Obito wanted to protect people, now he will kill anyone to get his way

Madara wanted peace through trust, now it's peace through force and treachery regardless of the cost

Kakuzu was once belonged to a village, now he'll do just about anything for money

etc.

I've given an example of how Juugo couldn't control himself and was crazy when he first met Sasuke, but that didn't make him evil.
