zetsu was telling about the legends he has heard of totsuka/yata, he like orochimaru had only heard about it

he hasnt personally handled it or made it himself, like all other legends in NV like kyuubi being a natural disaster or rinnegan being a tool of heaven this one is also false because there exists at least one attack that yata cant do anything against: the powerful gravitational pull of chibaku tensei

as the series progresses new jutsus and characters come up with even greater power so its better not to remain stuck in the past

Neji's defense was an "absolute defense" in part one, but now it looks like a joke compared to susanoo, mokuton, onmyoudon etc
