With a fully mastered tomoe rinnegan the potential is overwhelming.
He already showed the capability to use his techniques via his PS an could even stalemate a Bijuu bomb with chidori.

He can possibly simultaneously activate his chidori while using preta path to steal all the bijuu chakra he needs from naruto's nukes an fuse it all into his chidori then finish naruto with a Rinne-Blist

It goes like this, in my opinion.

Bijuu Mastered Rinnegan Sasuke > Full Kurama Rikudou Naruto > Mastered Rinnegan Sasuke >= Bijuu Rinnegan Sasuke = Kurama Rikudou Naruto

A Sasuke with both Rinnegans would be an entirely different story. In my opinion he would be stronger than Bijuu Mastered Rinnegan Sasuke. Back on thread, Naruto would be stronger, a mid-high diff fight imo.

Not only does Sasuke lose a lot of power by not having the Bijuu, Naruto's strength doubles as he gets the other half of Kurama. I was skeptical about Rinnegan mastery allowing him to match Half Kurama Naruto let alone Full Kurama Naruto.
