First, and my prime candidate from another manga, who would be still defeated is Raditz, the weakest sayian of dragon ball manga after time skip was such badass:
1) Raditz
^^ Both Goku and Picoolo Jr. joined forces to deal with ultimate threat aka Raditz.
^^ and Raditz was much supperior to them, even playing with them while beating them. It should be same with Kaguya, Naruto and Sasuke should barerly won adn be very much damaged before sealing Kaguya.
Goku: Naruto
Sasuke: Picoolo
Raditz: Kaguya.
2) Kaguya -> The way she got defeated left bad taste, so there is hope Kishi will give her justice:
^^ There should be reason behind fishy Rabbit chakra demon's smirk. He also seems to escape along with other tailed beasts from sealing.
3) Madara -> Kaguya stole his final villain spot in the manga, so maybe cannon movie will show us how Madara would handle even more powerfull Naruto and Sasuke:
and the last candidate:
4) Sasuke Uchiha - Kishi mentioned in one of his interview that he wants to write about Madara, Juubi then Sasuke. However Sasuke's motive can be questioned after watching his show off against Kaguya.

^^ This panel leave us question... Sasuke earlier wanted also destroy Tailed beasts but it seems it is now his goal anymore. Kishimoto also said that Naruto vs Sasuke battle would the last... so I wonder.
I am sure Orochimaru is done for at this stage of manga, new villain would be anticlimatic and unlikely at this point of manga.
All I know is whoever it will be better not be restricted or held back by plot. It should be all out battle of Prime Naruto and rest against whoever finall boss is, if not Sasuke then Sasuke would fight along with Naruto.
The hope dies last
