Two burglers who tried to rob a shop but some citizen saw the action and called the Police who got there fast. One of the burglars got to run away. The other one took the pharmacy clerk as hostage.

After three hour of many attemps to negotiate by Police, without any sucess, a cop found an opportunity and gave a clear shot at the burglar's head.

If the man resisted arrest and refused to negotiate, there is nothing wrong with putting a bullet in his head. Shooting at his arm? What if he misses? Or what if the reflex causes him to slit her throat open? Better than an innocent bystander getting killed. The man clearly had a choice, he chose his path right there.
