I feel like the nine tailed beasts are basically Naruto's version of Pokemon. So to answer your question the pokemon would win assuming they are at their ultimate level. Some might do better than others but the psychic pokemon would really dominate in a fight. And if you include legendaries then the shinobi are toast lol
