How is it?

Sceptile is much better as a Special Scarfer in my opinion (it's what I use with him).
If you're running U-Turn on Flygon I can assume it's not supposed to be a sweeper and more of a scout which makes DD pretty much useless.
I hate Breloom so much but it seems like a good set.
Ampharos should probably have T-Wave on it. Though Ampharos isn't great tbh and there are much better options (unless you mega evolve of course).
On Starmie, as it is a sweeper, I would remove Scald and go with Surf or Hydro Pump for more damage as it is not Spec'd nor does it have anything to boost special attack. I also recommend switching Dazzling Gleam for Ice Beam. You still get rid of the Dragons (and Fighting with Psychic) + you hit on grass.

On a final note, there is too much life orbs going around limiting your play. If someone is able to set up SR/Spikes (which you don't have a spinner to counter), your team is going to get worn down pretty fast.
