the game rules don't apply to the anime. the anime is filler and are based off of the games..Ash'es Pikachu isn't lvl 100 in the anime

I too found this very, well idiotic. But yeah, rules of the game DO NOT apply on anime. Pokemon: origins on the other hand are more similar to original games, red, blue, and yellow, and there is leveling up.
