There is not plot hole this is a shit translation of the chapter.

He suggest sealing the others because it was gonna take a moment or two for him to extract the other tailed beast and it was best to use that time to seal what tailed beast he could at that very moment.

OP is correct about this plot conflict. When Zetsu said they had to be sealed in order, it wasn't significant to the story in any way. Those few panels could have been omitted without affecting the scene. It just makes the writing seem careless because nobody fact checked it against what was written earlier.
