Edo Tensei can only summon souls from the Pure world (the place where souls normally go). Souls located in the Impure World (a.k.a. the real world) or in the shinigami's belly, as in this instance, can not be summoned with Edo Tensei.

But, when Orochimaru cut open the belly of the shinigami to retrieve his arms, the souls of the Hokages were also released. And their souls probably went strait to the Pure World as they had nothing to bind them to the Impure World.
