Yes there is. No one besides Mikoto Uchiha, Sasuke's mother, and the higher ups knew Kushina was pregnant. They had no clue so this led them to have no idea, or at least not even consider, that Naruto could have been/is Minato's son. They just... ignored the similarities. Jaraiya had his own thing to do at the time. You forgot he was working and looking for the Child of the Prophecy. Little did he know it was Naruto. Kakashi was always obedient, he obeyed the council's and Hirzuen's orders not to speak about it. He most likely knew.
