Sasuke just absorbed a shit ton of the 9 Bijuu chakra simultaneously. He should be in a state similar to naruto right now. With goudamas and everything.
Also, Sasuke says that naruto doesn't have much ten tails chakra left. Does that mean Naruto will lose his ten tails state. This may make sense for the last movie as a powered down Naruto would make the movie plot more interesting. But is it fair to power down Naruto and not Sasuke? We already know Sasuke doesn't lose rinnegan. Then again. Naruto would probably get the full 9 tails power after this. So he may not really be powered down.

When Obito stabbed madara nd absorbed some ten tails chakra. He wasn't a Jinchuuriki neither did he have the gedo mazo yet he got the sage staff.

It's not plot, you just don't understand what's going on.

Naruto's current mode isn't from having all 9 bijuu alone, it's an upgrade from the power Rikodu shared with him, just like Sasuke's rinnegan.

Though bijuu have tons of chakra they can run out, Kurama has run out of chakra a few times during the war, that doesn't mean the power is gone forever. Yes, if he completely ran out he wouldn't be able to maintain rikodu mode but would eventually be able to use it again.

No one is getting powered down, other than Naruto losing the goudama, but that's not a huge deal. He may be able to regenerate those eventually too.
