Bzzt, wrong. In any clash but the last, Sasuke could easily teleport away if he saw Naruto coming with a second Rasengan. In the last clash (where they got their arms destroyed), both Naruto and Sasuke were putting all their chakra into the last attack. If Naruto had divided his chakra between two rasengans, then the two rasengans would be weaker, He wouldn't have been able to block the Chidori with just one, and Sasuke would have won. Or Naruto would lose both arms in the tie.

Naruto never wanted to kill Sasuke so doing a full rasengan to the face is something Naruto wouldnt do.
Not because of plot but because of Naruto's intentions.

Look what happened at their final fight?

Chidori+Kagatsuchi infused vs a mere normal sized Rasengan and both Naruto and Sasuke lost their arms.

The dmg would be to great on Naruto's opponent if Naruto used more than one normal size Rasengan.
