Is there some purpose to keeping the hokages weak? This is the second time the first and second aren't revived at full strength. They or Tobirama in particular said they are virtually at full strength. But what exactly does that mean? Are they 95% the strength of what they should be or is the gap smaller? Maybe it is only 3-4% weaker than when they were alive.
However, with the likes of Hashirama and Tobirama in particular, this could be a fairly substantial lose. This would mainly be due to the senju's stronger power. This would also effect Hashirama's sage mode power. If Sage more were to make the user 2-3 times stronger, then Hashirama would in fact be at most 12% weaker than alive sage mode.
Quite important to note that this would then effect Hashirama's technique strength and thus the Sage Art: Gate of the Great God which was used on Juubito would have been quite that bit weaker.
It's quite possible that they were revived again weaker than normal due to the fact that they would make the battle too one-sided. Especially while trapping the juubi.
Plus Madara needs to be stronger. So what's the best way for Kishi to do this? Yes that's right, let Madara go beyond his prime, which would have been even with Base Hashirama and then further weaken Hashirama, so that at the least Madara would still be even or better, depending on how far beyond his prime he was improved and how strong Hashirama was revived.
This could be the biggest pile of bullshit I've ever written, but there you have it.
