In the alternate character power scaling it goes like this.
Plot Obito
Hype Hiruzen
and last but least
Lord Itachi
I will explain.
Totsuka gg is easily countered no diff by Hype Hiruzen Neutralizer. Or he can just Neutralize reverse everything that Itachi does. So Itachi goes for Izanami, Hye uses reverse and Itachi is trapped in his own illusion, he wont understand how he has trapped himself and thus will never escape the loop. OR He can wait till Itachi uses Totsuka gg and reverse it on him, Itachi will then become a living oroboros and consume himself inside the sealing jutsu, this will continue for eternity. Anything else, Neutralizer says hi.
PLot obito can simply use his own power to make kishi erase Hiruzen..lol. Or Obito can use plot to suddenly make hiruzen die of old age, or forget how to do Neutralizer.

Only Naruto can stop Plot Obito due to Naruto having plot shield which makes him immune to plot changing powers. Manga confirms this.
