Kisame wasn't random, he had that ability, but didn't need it till then because Bee is very strong.

Once again, not random. Kabuto gave those things to Madara because Kabuto wanted him to be a weapon.

That was that particular Zetsu's power, so he stepped up. It would be random if they bumped into each other in the woods and the Zetsu was like "Hey, stranger! Look what I can do!"
