U think kabuto would turn into liquid before third raikage hits him. U think his reflexes are tha great?

he doesnt need to, sage mode reflexes have already been proven to be greater than raikage's speed

Either kakashi or Third Raikage should be tenth. Itachi and Minato should swap places, and how is sasuke stronger than Sage kabuto?

Don't agree with your list at all.

Itachi beats Minato. Kakashi in tenth is plausible (Kamui). Sauce is almost certainly above Kabuto, now that he has PS.

How is perfect susanoo going to help when kabutos sound and light genjutsu makes his sharingan useless. And the fact that he can turn his body to liquid and shed his skin pretty much protects him from ps.

Minato is definitely stronger than Itachi, where have you been.

And third Raikage is one of the most powerful shinobi of all time, there is no way he is not a tenth place candidate. He's better than Tobirama that's for sure, Mú will never catch him in a jinton and he already fought the 8 tails 1 v 1 and drew. Apart from a tailed beast bomb, no attack killer Bee has can hurt him.

You obviously don't know how great Kabuto's speed and perception was. Odds are, he can dodge 3rd Raikage.

Put Minato above Sausage, Kabuto, and Itachi and I agree with everything else.
