That's partly why I believe the manga went downhill after the invasion of Pain.
Too much rush.
Too much inconsistency.
Too much power scaling.
I would say that this susano'o is the pinnacle of Chakra control rivaling only Hagoromo's creation of the bijuu.Even better,when Sasuke was taking chakra from all the Bijuu,the Kyuubi said he was almost unrivalled,and put him on the Sage's level.

Kishimoto whether indirectly or not implied that Naruto's shape manipulation is beyond comprehension of the beyond average specimen.

If the fights consisted of 3T/Sage Mode with restrictions still like five minute use, and for Sasuke - strain after long periods of usage. Then Naruto would be more balanced. Though with EMS which basically allows you to spam moves consistently, and BM which allows you to draw chakra and do moves with an almost never ending source. The author can freely do anything.

It is hilarious how horribly scaled Pain was/is even now. The Rinnegan itself in Madara's hands took in Nine Tailed Beasts, and Pain could of done the same without the Akatsuki being formed seeing how no one could stop him.Exactly.
In my opinion, the series should have ended with the final villain being at Pain's level.
The fact that Pain could create mountain sized balls of stone, and blow up villages with a single move already put him 2 or 3 tiers above anyone alive at the time.
He could have easily been scaled down and still near unbeatable, with the final villain being able to destroy such a wide area. I mean seriously, compare Pain to the standard Anbu (who are supposed to be some of the best of the best), and he might as well be God himself, and yet Pain is hardly top 10 at this point.

The Rinnegan abilities are a problem too considering each one is a 1 HIT KO. The problem with Naruto is that most techniques ended up becoming one hit KO's, ending the superiority of shinobi with skill alone. What would be the point of using my sword, when I can just throw Susano'o arrows that are hard to dodge? Or what is the point of learning Taijutsu, when I can throw a giant ball of chakra with wind element added which causes it to have a high AOE damage?
Which is why shinobi who actually have /skill/ and rely on simple basic shinobi tools like kunai, shuriken, etc., have been reduced to horrible and weak characters. Biggest example of this is Kakashi.
Naruto as a manga would have been totally better if the enemies did not have giant power ups, but were on higher levels of skill/talent, which required the MC and everyone else to grow in not just power, but in performance.
Funny enough Gai's father the original owner of the Eight Gates, supposedly used all 8 against the Seven Mist Swordsman. So Kishimoto tried to tell us that 8 Gate Guy, who stood against JJ Madara, would have had trouble defeating the Seven Mist Swordsman in Eight Gates. Unelss I missed something, most of them ACTUALLY survived that battle, if not all. The Eight Gates are completely broken, that and Lee's base speed. Imagine Naruto v. Lee LolMy most hated aspect? Eight Gates.
So you're telling me a taijutsu technique, having no relation to either Ashura's nor Indra's lineage (Like Mokuton and the Sharingan) could eventually not only match those abilities, but surpass them 10 fold? How is it that a simple technique anyone can learn can put the user on the level of literally god? Such bullshit.
I would have loved for the final villains to have intelligent powers, rather than brute powers.
Take MS Tobi for example. Dude was fighting 2 Perfect jins, an Eight Gates master, and Kakashi with MS and taijutsu alone, EVEN while Kakashi not only had intel on the ability, but the exact counter to the ability!
Kamui in my opinion was the most well-placed ability in the manga. Not too strong by itself. Not too extreme or wide scaled. Just deadly because of how skilled Tobi was.
