The only take from section from your post that kind of supports the term is the top right corner but that still doesn't imply that it's Pinnacle.

The data book and manga implies that the Hyuga's techniques require the greatest chakra control but it is contrasted to pinnacle or ultimate?

Figuratively speaking, yes. Rasenshuriken just shows that Naruto breached the acme of shape manipulation, putting him on a scale that cannot be measured. From my understanding the hardest part of the Rasenshuriken was adding an element, the Rasengan itself is the main part though.

Kirin isn't Shape Manipulation.It literally uses Lightning rather than transform the users chakra into Lightning.

Well Sakura does have perfect chakra control.It's required to be a medic ninja

And you may remember how at the beginning of the story during the Tree climbing training,Sakura made it to the top on her first try,cause she had great chakra control,meanwhile Naruto and Sasuke had to work hard for days.You should give her some credit,she became one of the top Shinobi through hardwork,not even being a transmigrant or coming from a special clan.

Exactly, yes. Not even getting to the fact that Naruto created a FRS the size of a Bijuu, possibly. When you compare his development between the Pain Arc and War Arc, it is almost oustanding

Yeah...

That's partly why I believe the manga went downhill after the invasion of Pain.

Too much rush.
Too much inconsistency.
Too much power scaling.
