Bijuu Mode Pikachu would be op, he could make more tails and smack the opponent multiple times with iron tail, don't even get me started a kyuubi chakra enchanced volt tackle. Also in Sage Mode Pikachu he doesn't have to touch you to hit you with physical attacks like tackle or iron tail.

Agreed. Besides, pikachu is already a fast pokemon. Imagine with the enhancements of sage mode and kyuubi chakra. His quick atack would be unstopable, so would be his volt tackle.
