Yes, probably one of the highest actually. The animation didn't suck, its just that some of the animation style wasn't appropriate for Naruto.

I'm gonna pick 322, maybe because I'm still in awe.

But it had everything imo. Great animation. They extended the fight beautifully. Emotions, like the despair of the alliance, even Naruto ran away with a somewhat scared look.

That's just a matter of taste, You can't judge animation based on 1 frame. Pein fight had amazing animation.

It was just different from the standard 'boring but steady' Naruto animation

Somewhat scared? It honestly looked like only Naruto, Temari, Gaara, and Ohnoki fully realized how powerful Madara is, noone else seemed to comprehend it. Lol

That video proves the animation is high budget, it's called 'sakuga' animation (people have made threads to explain what 'sakuga' is for people that don't know). It's also known as an 'animation bump'. Most episodes of Naruto are only still images with voices. They only use sakuga on episodes with alot of action that deserve to be computer generated and constantly moving, a.k.a. major fight scenes.

Episode 167 is much better than the manga counterpart.

well the animation looks terrible. if that's what this "sakuga" is, then it sucks. and they should never use it again.

Maybe they just wanted to try something different for kyuubi Naruto vs Pein. An experiment, and in hindsight a failed one according to the majority's opinion. And that's good imo, if they hadn't done in then, than maybe they'd have done it this episode.
