In My opinion its completely Neji Hyuga because:

Sasuke was borne with natural talent yes, but he didn't have to figure out his clans greatest secrets by himself.
He proved to the Hyuga leader that Its not just the main clan that can be of pure blood (even though his father was a twin to the leader of the clan).
Kishi decided to push aside Neji and focus on the uchiha.
