Although you guys voted for Raikage I have to disagree because Raikage has not shown any giant feats of strength. It only looks as if he is strong because of his Lightning armors penetrative power. Regularly Raikage is only as strong as Guy in his regular form.
In his Lightning armor he is the same strength his moves are just faster and more penetrative.
Tsunade, Guy(8 Gates), and Naruto(Sage Mode) are physically the strongest shinobi.
Tsunade has the power to smack around Summonings and IMO has the punching power equal to one of the Nine Tails tails striking the earth.
Naruto in Sage Mode has the same amount of power it is just increased with speed. In the battle with Pain he was able to throw a giant Rhino summon several hundred feet in the air to send it to its death. He killed one of the Paths with the air pressure around his fist(Similar to Guys Afternoon Tiger).
Guy is equal to Raikage if neither of them have chakra enhancements. If Guy goes into the 7 Gates he is equal to Naruto's Sage Kyuubi Mode in speed and Strength.Guy was able to defeat Kisame with just the air pressure from one of his punches. The friction from this punch ignited the very air and surged toward Kisame resembling Ninjutsu but more powerful because it is Natural.
If it came down to benching competition with all of them doing the same weight Naruto would win outlasting them with his huge chakra, Raikage even with his one arm would come in second with his near tailed beast amount of chakra, Tsunade would come in third because she has alot of chakra but not as much as the two above her, Guy comes in fourth because his 7 Gates takes a huge toll on his body and the longer he stays in it. He has a very short time in this mode compared to the other three.
If the benching competition was about who can lift the most weight ONCE it would be Naruto(Sage Kyuubi Mode), Tsunade, Guy(7 Gates), and then a one armed Raikage.
Reasons because Naruto is the only one who threw a Summon,Tsunade picked up and flung a Summon's weapon, Guy has shown no power compared to summon, Raikage has never did anything to a summon.
If this benching competition came down to who could do the most reps all the same weight Naruto(Sage Kyuubi Mode) and Guy(7Gates Mode) would push out 100,000 before Raikage and Tsunade can push out 1000. So Naruto and Guy are tied for first, Raikage in a close second, and then Raikage.
