We've seen countless of peace remarks given by certain shinobis, starting from the great sage himself and passed down generation of generation. It sparks more intensely during warring period between senju and the uchihas and since then, the term of peace was rapidly exchanging definition from clans to clans and from nation to nation.
One believe, to make peace is to prepare for war and its true. The other thought that to contain peace means they have to kill certain (bad) people, and thus created a cycle of hatred when the deceased family member avenge it.
My point is, as long as ninja/shinobis exists, there will be no peace at all. More important, ninja/shinobi exist only to prevent disaster to their own home or village. Originally, they are the hired gun to establish a security or escort on certain mission from certain threats. Then, it will be either 2 choices, whether the threat are more superior or they eliminated the threat. On the first option, which the threat that more superior will be chosen as next option of security and it will pushed the original option, thus created another rivalries between them. The second scenario where the establishment of the current option of security will created jealousy from the other clans as well and too will created an ill rivalries.
In short, to start for peace, all ninja/shinobis must retired themselves and let the government appointed the national guard as the security measurement and most importantly, they had to start forgiving each other and build a new life.
