I think when u become jubii(not sure of spelling) the Normal Rennegan gets an upgrade and each bijuu gets represented by a tomoe

I think they're just meant to represent tomoe. Like what you find in a person who has the Sharingan (the black things which look exactly like the "9 swirls" on his coat) or Sasuke's cursed seal.
