The problem is that we are the "community" here and we outnumber the admins and mods, that is what most people don't realize.
Why not change the banner one more time to make us happy if Naruto is ending soon? It will be out last banner, I know it takes a lot of time but they do have GFX'ers which can do it for lets say a week. I know making a banner is not that easy as it consumes a lot of time and add that up to your daily routine leaves you with a small amount of time.

If the Base is left only with Moderators and Administrators then it will be deleted as Versuvio has to pay for all this fast hosting. I am pretty sure he gets money for this website by each visits or posts, or something like that, so if there are none, he will be forced to shut it down.
