Absolutely not. He thinks all those that follow the religion are fools who do not understand and so just worship power blindly.
Oh I see so he isn't in his clan's side, you're making quite a complex villain for a good vs bad manga

Depends on what you wan't

If you want a deep villain?

Give him some complicated reasoning as most of the Naruto ones,

Want a Cliche Villain? Make him an ass hole yet cool at the same time

Want a Real villain? Completely make him a douche by taking away all his coolness and just making him a complete ass hole EX: The General from Hellsing Ultimate

a perfect villain is a villain who is, manipulative, charismatic, goofy-go lucky to fool masses, , but very mysterious, he wear masks or simply uses many forms, and is one who must not be known, his true form will never be revealed, he

has many, and goes by many names,, he uses people, and will dispose them after use or betrayal. he will make the person take the blame for his actions and let the heroes finish the goon, again it shows how deadly and manipulative

he is, he will make the heroes think the goons or an innocent person is him, while he cheers on the good guys and pretend to be a hero like them


his goal is whatever you want him to have, but this IS A PERFECT VILLAIN

In my opinion, the villain needs to have some sort of back story . You know, something that explains what made him the person that he/she is today.
Next thing should that the villain knows how to keep his cool unless he has become a psychopath, like under tense situation, the villain knows how to come up with something to get away or already had something planned but not like every single time.
Manipulation is a key aspect in a villain for me . A person who takes advantage of people when they are at their most vulnerable obviously is the kind of guy who seems very evil . Even better if he tosses away the same person once he has achieved his/her goals.
Getting shit done no matter what it takes is also a good thing about a villain.
Make him have some kind of humor either maniac or dark.
If his past becomes knows, he can make references to it but please don't let him get swayed away by other people's words easily .
Also remember that the villain has the quality of getting inside someone's head and completely messing them up for good .

That's all i can think up right now .

Do research into serial killers and base them off of that. That's typically what I do whenever I decide to create a full on "villain" for my novels. As for their goals don't try to over do it with the cliché world domination or something like that. Find a way that they profit off of it that is realistic like mid level politics, financial gain, or even the plain old need for knowledge. You don't have to make them down right evil either just have an opposing stance from the protagonist.
