There is only one character in Naruto verse Dat Perfect... And it's Hiruzen.

But b/w these two, it's a little difficult to choose.
Fuinjutsu:maybe Uzumaki Mito taught him some sealing techs like kushina did to Minato.
Taijutsu: Both are good, but I'd lean towards Tobirama. He was a skilled at kenjutsu too.
Genjutsu: only hashi did it in anime.
Ninjutsu: Hashirama I guess, because in NV, Mokuton>all.
Wisdom: Tobirama, no comparison.

So yeh, my answer is Hiruzen lol.

Hiruzen can't compare to Hashirama in regards to ninjutsu. In regards to Taijutsu non-full powered Hashirama whipped him....

Wisdom: Hiruzen is a failure in comparison to Hashirama's wisdom and respect he gained through the shinobi world.

I'd say Tobirama but I'm a little biased since he's my favourite character.

However, Tobirama wasn't given Mokuton and I guess he was actually forced to try to achieve perfection if he wanted to survive the warring states period (the time before villages were formed).

OT: Hmmm, I'd say Tobirama just because he gives off an actual "ninja-like" feel, while Hashirama just feels like some sort of ninja god.
