Who do you think would be the perfect ninja? no such thing eh, so i came up with a solution, pair up, three maximum, take shikamaru's brain and add to pains power, there you go, or shikamaru's brain pair with hinata's blood line or kakashi's kamui and copied jutsus, plus intelligence and pair with naruto's chakra, there you go again. but in my opinion, the two ninjas closest to perfect are minato and itachi
