Can he perform tsukuyomi in this state or that piece Kishi has forgotten completely?

Obito was just shown controlling the jubbi now he needs to tame it. My guess is before he can activate his plan he needs that last step and it will take time. Untill then we get to enjoy Jobito own. (Hopefully that name sticks ) Again this is just a prediction but Obito just needs time to get used to it and controlling his body is first step. Jubbito=Jubbi possessed obito Jobito=obito control juubi
