But,he is underestimated simply because he sits a large portion of the series out.

His fatal flaw was attacking itachi.

It left him broken.
His own justu reversed caused his body to rot forcing him to get a new body all the time.
He found the cave to learn sage mode but,his body was too weak at the time.
He then decided to create curse mark instead.

Point blank itachi set oro back with that one attack.

No it cut his heads off but they regenerated. Itachi would have run out of chakra before killing the Snake.

Now if it was serious combat BACK THEN and Orochimaru was at full health then yeah. Oro would have won against Sasuke, but now the very notion is laughable
