he was controlling him but he was doing pretty good controlling nagato so it would have been pretty similar to what nagato really would have done. his linked vision was stopped by itachi and then he was defeated. as for a shinobi who can take on the jyuubi.... lol alright since you asked, Hashirama, possibly madara in perfect susano (but he would have to be an edo tensei still.) as for him being a legend or myth, i guess you believe god created earth and everyone on it right? come on there sage is just a story, until i see proof of him existing and or actually see someone who knew him, he's nothing more than a story for the naruto series to me.
. Neither of these shinobi can seal the juubi inside themselves, therefore they cant stop it (Minato could only seal half of kurama inside of himself because it was too much). Madara & obito need both senju & uchiha dna in order to barely control the juubi, let alone seal it.

Note the "I thought" Kabuto's thoughts =/= Nagato's. Nagato has more experience with his rinnegan therefore he would do things differently, Itachi outsmarted kabuto, nothing more.

I dont believe in god, but I believe in facts, & facts are that the juubi was sealed inside of the moon, the juubi had no chakra when he was sealed inside of the moon, the sage created the bijuu.
All of these facts are evidence of the sage's existence, now whether you believe in him or not is up to you. But facts point towards him existing so you would be wrong =D.
