ur right naruto did not choose to have kurama. but he did choose to use it power. sasuke only has the bijuus chakra. naruto has all the bijuus chakra and they can refil plus sage mode enhancements making them strong which sasuke does not have.

Fail the rinnegan has priority of the bijuu as long as he has the rinnegan he has access to the bijuu power.

The bijuu are part of his power for as long as he has the rinnegan.
