People dressing up clowns to kidnap kids.

Have you guys been hearing about people dressing up as clowns only to kidnap kids? This is happening in many different states. Yesterday in my town some people claim they saw someone dress as a clown in a grave yard that's a few blocks away from my house and today our chief of police is saying that he is going to arrest people who are dressing up as clowns as a prank or to kidnap kids. Some kids even said they saw clowns and how the clowns were trying to abduct them. Our chief of police is also considering cancelling Halloween for the safety of people and their kids. I'm not understanding why and what is motivating these idiots to dress as clowns and do this stupid stuff.
