Then by using shape manipulation, the user is able to form the ball of Wind into various sharp projections thin wires that spread out from the central point of the ball outwards into a dome of sharp, thin Wind-based projections that look like a bird cage around the opponent. This jet of wind is immediately upon creation controlled by the user to travel the trajectory they desire while they themselves are standing on it, allowing them to travel that same trajectory. They are capable of moving freely above a surface and even sending themselves to mid-air or maintaining their airborne position. The user can perform other techniques while riding the jet if it were to be sustained for multiple turns. Its traveling speed is astounding yet the user and the jet of wind can be seen and tracked with the naked eye. Traveling with such speed would allow the user to (upon creation of the jet) even evade medium-scaled attacks such as "Fire Style: Fireball Jutsu" and the likes of it while also potentially approaching their opponent. Once done, the user can leave the jet, leaving it to continue in a straight trajectory as it turns into a gale of slicing winds that leaves severe cuts on anything on its path. They use that chakra to gather clouds above the opponent and alter the weather conditions to the point of which wind will start to spin around the opponent until it turns into a tornado around the opponent.</p><p>The opponent will be caught in the eye of the tornado so he/she will be trapped inside and so the user throws a large amount of shuriken into the tornado and uses their wind chakra to control the blades. The user doesn't have to release the Lizard's straight away (But can if he chooses) and can instead have keep the Wind spinning around the blade so it acts like an A-Rank Tornado blade that can be used in close combat, to keep the spinning wind active the user must sacrifice 10 chakra points each turn. When the Lizard's are released later it counts as an extra jutsu.</p><p></p><p>This can also be used as a sort of projectile, channelling the wind into a thrown weapon like a Kunai (can be other weapons that are thrown/launched), they will launch it at their opponent and the wind will then spin around it. Through the user's will whenever it gets within a certain distance of their target the spinning wind will scatter into the many lizards, whether it be in a certain direction or all around. He decided to make use of it as a supplement to his other attacks altogether, making them a bit more dangerous than normal. This jutsu is initiated by manipulating wind chakra around a chosen projectile or jutsu in range that's in motion (a wind sphere, kunai, etc.) Whether it be the user's jutsu (not opponents) or an inanimate object. The wind chakra suddenly coats the jutsu/object creating a shell of wind in the shape of it, about an inch away from actually touching. The wind shell itself is unique, purely taking on intangible properties like the wind blade technique but giving off a noticeable green glitter affect. Once the shell of wind is around said projectile, it remains there in a useless intangible state, until the object is removed (getting knocked away from the coat, stopping said projectile). Once the inside of the shell becomes empty, the wind continues at the speed of the projectile but completely pressurized in order to recreate the projectile in a cutting wind form. For example, when coated onto a kunai that is thrown at an enemy, it would simply look like a glittery kunai. If the opponent attempts to intercept with a kunai of his own, it will simply phase through the intangible wind shell unaltered, knocking the other kunai away as planned. The shell of the kunai would continue at the opponent as if it was the kunai itself, but now pressurized into cutting wind instead of its intangible state. When first created and in its intangible state, the wind will phase through physical objects but affected by energy type techniques such as fire, lightning etc. In the case that the opponent is combating the intangible wind with energy based techniques, the wind is treated with A-rank strength according to strengths and weaknesses. So it would play on equal terms with S-rank lightning but only B-rank Fire or other A-rank wind. Then, by rotating on their legs as an axis, they will outstretch their arms (with closed fists) and spin like a top. The rotational force allows the user to deflect incoming projectile-based techniques up to B-rank, barring Fire. Lightning is also not deflected as it is simply dissipated (up to A-rank considering elemental interactions). If the opponent is within short-range of the user, they will suffer multiple wind punches. However, one of the most useful aspects of this technique is its lateral travel capability. The spinning top the user mimics has the ability to swiftly close the distance in between him/herself and the opponent, even if the opponent is up to long-range from them. However, this only works if the user is in contact with the ground. If this technique is used in mid-air, the user loses this lateral advantage, but can maneuver in such a way to avoid techniques, much like a helicopter. The user would begin to channel chakra up to mid range in all directions around himself, with that chakra only being visible to chakra sensors or user's having dojutsu as not to give any indication this jutsu has been used. The Reversing Penguin is simply a wind jutsu that can sense when extra chakra is expended or that has been expended into a fuuton technique. As the wind senses this extra chakra being released into fuuton techniques, it would begin to cause a small but fairly powerful air current to start spinning in the opposite direction of the fuuton jutsu in play, knocking any loose debris it may have picked up and weakening it in general due to slowing down the wind's speed and making it lose cutting power (as the wind wouldn't be as fast, it would lose part of it's sharpness coming from speed).
