Penguin released the raiton chakra within himself, and by using shape and nature manipulation, caused lightning to generate from his body that spiked out in some areas.

Description: This jutsu allows the user to generate non-focused electricity from their body. It can be used as an omnidirectional attack or be channeled through weapons, the ground or other conductive mediums. Because the electricity isn't focused, it doesn't kill on contact, instead it has great numbing and paralyzing effects. To channel Nagashi through a medium, the user needs to focus the technique into one of his hands which will then be put in contact with the medium and can only choose to either do a widespread attack throughout his whole body or to channel it into something; he cannot achieve both usages at the same time. Despite not having much destructive or damaging properties, Nagashi can be used to destroy low rank earthen and wooden structures and even negate chakra on the ground to stop high ranked earth and wood techniques. It has also been noted that Lightning Specialists that have mastered Lightning to the highest degree can resist total paralyzation, although they still feel the pain and numbing effects.
Note: Paralyzation lasts 1 turn if successful but is ineffective against bios who have a primary Lightning Specialty

Chidori Nagashi has many uses. Firstly, it is a full body surge and can get you out of B-ranked genjutsu and lower. Secondly, it can be used as a defensive barrier of sorts against taijutsu users, or you can channel it through things such as the ground or conductive objects. Lastly, if you do channel it on the ground, it can stop doton and mokuton from being created from that spot. But if you channel this through a weapon, it would make it very sharp.

So you are aware of the two variants of Chidori, as you stated (more or less) a full body surge and channelling into objects/the ground. Full body surge is the only one that can release the genjutsu and only reaches short range (around your entire body), where as channelling it over (lightning never flows through objects, only over... things like water and air are mediums of which it travels through) an object or surface, it can reach mid-range in one direction.

In this case, you'll be channelling lightning into your sword and leaving a charge on it, before plunging it into the ground to attract my chidori which I'll send at you across the ground.

Description: The user by use of a sword can use it as a rod to attract lightning currents that are channeled into the user from opponents attacks and by pointing the tip of the blade into the ground the user is then able to dispel the lightning charge nullifing the effects of paralysis. However this only works on free flowing lightning based techniques such as the Chidori current and not on focused lightning based techniques

Penguin begins to think about raiton and it's properties, which gives his chakra a raiton nature. Penguin then channels his raiton chakra onto his sword, covering his sword in a blue-ish type of glow. Penguin then plunges his sword into the ground as Fuu releases a nagashi across the ground. The sword would then attract the nagashi, rendering it useless.

Indeed, now try to channel and keep a nagashi focused purely on your sword, giving it greater cutting ability as well as the ability to numb people on contact.

Description: The user flows Chidori current through a katana in manner similar to flying swallow technique. The Radiating and chirping blade can easily cut through steel. Furthermore, the body of the person cut by the sword goes numb, taking away their freedom of movement.

You can maintain this jutsu while using other kenjutsu or taijutsu attacks, though it would need to be re-posted each turn and cost chakra/a jutsu spot.

Penguin begins to channel his raiton chakra onto his sword, and by using shape and nature manipulation, coats his sword in a blue lightning. By keeping focus on the chidori nagashi onto his sword, he began running and cutting through random sticks and bushes, severing anything in sight.
