Lol I don't mind. I really prefer not to fight in the RP, I joined to be a med. 
Now how do we do this...hmm...
Tell me three advantages and disadvantages to this jutsu, preform it, and use it in a made up situation you make yourself.

That's part of everyone's goals at one point in this RP Lol
Three Advantages:
1) Doesn't require hand seals, therefore making it faster to perform than if it did.
2) Can counter up to A-rank lightning techniques. The Penguins can act like a shield, taking a hit for me, right? Also, the D-rank Penguins can only counter up to C-rank Lightning techniques, yes?
3) Penguins are adorable. Whoever attacks these should be sued for animal cruelty!
Three Disadvantages:
1) Can only be used three times per battle.
2) The Penguins are weak against fire techniques, and don't really have the destructive power of other equivalent wind techniques.
3)Splitting the Penguins can prove bad in certain situations; quality over quantity?
Performing the technique:
Gathering Fuuton chakra in my stomach, I mold it and allow my cheeks to puff up. Then, I release the gust of wind, which gather up in a concentrated area. Applying shape manipulation, the wind takes the shape of a single, B-ranked Penguin.
Made up situation:
Maybe, I could set the Penguins on fire and set them towards my opponent. That would turn them into wind/fire Penguin bombs of death! Is that possible?
Some more questions:
1) What exactly can the Penguins do offensively?
2) Can I split it into 3 C-rank Penguins?

Penguins can act as a shield.
D-rank wind = C-rank lightning so yes.
I would think you can set them on fire. I would ask a sensei just to make sure, but I think it is possible.
If you blow the air out like air bullets and then the penguin forms while still going at high speeds, it should knock over your opponent while causing some internal damage as well as bruising. The D-ranks would only knock them over.
Nope. Only one or four.
S rank = 2 A-ranks
A rank = 2 B-ranks
B-rank = 2 C-ranks
So I am going to get that custom reevaluated so I can split the penguins up into 1B, 2C, or 4D.

Description: After forming the bird hand seal, the user sends his chakra onto into the ground. This chakra forms an extremely fast current of water to be formed about a meter deep and a meter wide. Anything that enters the current has its speed tripled due to the current's extreme speed. At the end of the current is a wall of water with high viscosity chakra content, cushioning the impact of anything that hits it.
Note: Can only be used twice.
Note: Can only be taught by Penguin.
Note: Lasts a single turn.
Alright, this jutsu is sneaky OP if used right. You do the seal, chakra goes on the ground, current forms, etc. But anything that enters the current gets their speed tripled. That is the equivalent to the third gate. So, if you enter it at a run, you would be untrackable, yet you couldn't do anything in their since you cannot move that fast regularly. So, enter it whilst running and having a sword/kunai out, extended, then run into it so you can cut your opponent without them being able to react. Or you could create this current where someone is standing, then they hit the wall of sticky water, letting you finish them off.

The balls of katon swirl in the same direction but always are a meter away from each other, leaving a meter opening in the attack, or so it would seem. The meter space in between the balls of katon is actually super heated air from the two katon balls which would severely burn someone if they were caught in the middle of it.

So sick with love I think I'm coming down with rickets, when that big ass girl flies coach she has to pay for two plane tickets...wait...what? Erm, I doubt you could perform jutsu without concentrating on these penguins. The trick to them is closing in on the opponent from different angles.

Once the flash of light dissipates after a quick moment, two human sized penguins made of raiton can be seen on the immediate sides of the opponent. This is done because the raiton penguins travel from the user's location all the way to the opponent via running at average speed. Anything in the middle of the penguins would be stunned for a short while as the user dashes as fast as they can towards the stunned target to perform a numerous amount of slashes with their sword. After performing the combo, the user will channel raiton chakra into their sword once more and thrust it at the opponent and release it upon making contact, resulting in the opponent getting thrown meters away at high speeds with unfocused raiton crackling over their body.
