Pell, Connie's father, Wiper should all have died as per the rules and conditions set by Oda. It was stated that the bomb had a range of 5 km to wipe everyone out. Pell was in possession of the bomb seconds before it went off. The outcome should have been obvious. The reject dial was reputed to take out the user along with the victim. Wiper used it atleast twice (maybe more?) and didn't even faint once. He later got fried by Enel and still survived.
But yeah, it's fairly obvious that Oda doesn't kill unless he absolutely has to. Don't be surprised if Monet and Vergo are still alive.
