Lightning is weak against the Wind element because Wind is a good electrical insulator.
A-rank Lightning = S-rank Earth.
A-rank Lightning > A-rank Earth and it'd continue towards the opponent at a weakened rank of B.
So for an Earth jutsu to cancel out a Lightning jutsu, it must be one rank higher.
As for weakness:
A-rank Wind = S-rank Lightning.
A-rank Wind > A-rank Lightning, and the Wind would continue at a weakened rank of B.
Lightning is not strong nor weak against Water and Fire, and so, using lightning wouldn't be a valid way of defending against a Fire or water jutsu, since it'd go straight through it. (and the water would get electrocuted, dealing you more damage). Of course, this doesn't mean Lightning can't be used in a combination with both Fire and Water.
You've already explained how Lightning can be used to augment the power of Raiton jutsus, but you could also use it in combination with Fire jutsus because Lightning and Fire jutsus are known to just go straight through each other, which is why one is never used to defend against the other. Although, there is one A-ranked Fire jutsu which has a solid presence, so it behaves different, but your Fire teacher will explain that to you.

Sakon:Correct on most accounts. Except that their are actually more Kekkai Genkai that utilize Lightning chakra then juts Storm Release.
Ukon: We have faced them in battle. Swift Release, which gave the user superhuman speed. And Dark release which allowed the user to absorb energy into their palms and release it back at their enemy as blue flames.
Sakon: So now what we've discovered what you know about it, we can teach you how to actually create lightning chakra.
Ukon fully splits from his brother and stands to his side
Ukon: As you both have already noticed, theirs a storm brewing. You can feel it, can't you. Focus your thoughts on that feeling, like a wild beast fighting its bindings, trying to break free.
Sakon: Meditate on it for a while and let us know how you feel.
*The brothers proceed to sit and take up a meditative pose; they sit with Urasan's legs crisscrossed whilst both brothers leave their palms casually facing upwards. After a minute of regulating their breathing and gradually unwinding their moderately tense bodies, the brothers then close their eyes and focus on what they know of lightning release as they hear its natural counterpart booming not very far from where they sit. As an extended moment passes, the brothers let their chakra flow freely and almost instinctively, begin to rapidly increase the frequency vibrations of their chakra... until sparks begin to appear from what is seemingly the brothers' outstretched palms and then, their entire bodies.*

The twins smirk as their students describe to them how their chakra was reacting.
Sakon:Correct. Remember this feeling my fellow clansmen, This is molding your chakra into Lightning Chakra.
Ukon:The most dangerous of the 5 elemental chakras, Lightning threatens to wrest itself free from a weak user at any given moment, such high levels of energy require a lot of control.
Sakon: So the next step, of course. Now that you know the feeling of creating it, is learning to control it
Ukon tosses two small folded pieces of chakra paper to the students.
Sakon: This is chakra paper, hold it as you remember the feeling of lightning surging through you. Then command it with all your mental might to travel down your arm, through your fingertips and into this paper.
*Both brothers grab the papers, one for each, and begin to knead their chakra and channel it into the small slips of paper. As they also begin to put their mental focus into their actions, the brothers recall the sensations that they had just a moment ago experienced whilst meditating. Almost as soon as they do so, the papers in their hands begin to crinkle.*
Sakon:Well it is to be expected from our genius clan *said with a certain smugness*
Ukon: I suppose. Anyway, now that you can cause the chakra to flow as you want, drop the paper and try it again but this time, without a conductor it should produce small bolts of lightning from your fingers that zap the target.
