Urasan: From our time in the academy, we learned that fire trumps wind, but loses to water.
Urasan: To be more clear, wind fans/feeds the flames whilst water naturally cools and extinguishes the flames.
Saki: If I understand what you mean by "nature" then simply put, it's one of the more unvaried of the basic five.
Saki: In all cases of fire jutsu, the chakra manifests as superheated flames which can either be streams or small bursts.

*Urasan with Saki residing inside proceeds to sit atop the shriveled-up base of a long since dead tree*

Urasan: In our village, fire isn't prevalent, however, our current Mizukage uses it as a component for her two KG.
Urasan: Those two Kekkei Genkai are Boil Release and Lava Release.
Saki: Now, looking outside our village... The most common users of Katon are located in Konohagakure.
Saki: The most renown users of fire that hail from that village, the Uchiha Clan and the Sarutobi Clan, are greatly feared.​

Very good indeed, seems like you have a decent understanding on the element. Have you considered how fire interacts with the elements of Earth and Lightning?

What about combination jutsu, do you know of elements that can be used in conjunction with fire to create effective attacks?

Saki: Well, fire is considered neutral to both earth and lightning.
Urasan: When it comes to combination jutsu, fire can be used alongside both wind and earth.
Urasan: An example for fire and wind... How about Katon: Intelligent Hard Work combined with Fūton: Pressure Damage?
Saki: As for fire and earth... I'm thinking Katon: Fire Dragon Bullet along with Doton: Earth Dragon Bullet would work.
Urasan: Naturally, there are a plethora of other combinations that are possible with those elements.​

Very good, it's good to see you have a decent understanding on fire. A little footnote for you, don't try to counter fire with lightning or the other way around as it just won't work. There are some exceptions that we'll cover a little later though.

Let's get started then.

Now... fire by it's nature is a consumer... it will 'eat' (so to say) anything it can and use it as fuel, making it grow bigger whilst at the same time starving it as it eats the available fuel.
It will also try to move where ever it can to get more fuel, which is why you must control it with your own chakra.

What I want you to do, is try focus on the properties of fire (by your own definition and by what I described above) and hold out your hand, palm upwards. Focus your fire chakra to release a small flame out from your palm, make it shoot a few feet up from your palm... take care not to burn yourself xD

So that jutsu demonstrates the basic form of a fire stream. In essence, it's like a small flame thrower!

Now, the following are other basic forms of fire manipulation that are the base of all higher ranked fire jutsu;

Fireballs:

( Katon: Kasumi Enbu no Jutsu ) - Fire Release: Mist Blaze Dance Technique

Description: After performing the necessary hand seals Snake → Ram → Monkey → Tiger, the user is able to create and blow a flammable gas from their lungs. Once it comes in contact with fire or sparks, the gas ignites into a large fireball.

After performing the four hand seals while inhaling a breathe of air, mix your fire chakra with your breathe and exhale a flammable gas. The gas was made by suspending your fire chakra in your breathe, only igniting when a spark ignites it.

*Still in the same positioning, the brothers now make the Tiger seal and begin to knead chakra in the back of their throats.
After a moment of building up their chakra, the brothers apply nature transformation and begin to expel it in the form of flames. To make the jutsu into multiple fireballs, the brothers make sure to only release a third of their chakra each time before closing their mouths for nothing more than a small, measured moment.*

Urasan: Oi, oi. Brother, go ahead and get some shuriken out for us.

*Recalling the second technique, Saki reaches into the small pouch found on Urasan's back and removes six. After handing three of them to Urasan, they both proceed to focus their chakra into their hands. From there they proceed to stream their chakra into the shuriken, after the application of nature transformation, until each is alight with small flames. Taking careful aim, the brothers proceed to throw all of the shuriken, now infused with fire, at the nearest tree.*

Saki: Hey, what where the hand-seals for tis last technique?
Urasan: Try to keep up: Snake → Ram → Monkey → Tiger

*After taking a brief moment to commit the four hand-seals to their memory, the brothers make the Snake → Ram → Monkey → Tiger seals whilst once again, kneading chakra in the back of their throats. After a moment of building up their chakra, they proceed to gently exhale the chakra, which is now in the form of a mist. With that, the brothers take two leaps backwards, separating themselves from the jutsu and now use (Ryu Kaen Bakufuu ) - Dragon Flame Blitz to set it ablaze.*

Very good, you've now passed the D-rank fire jutsu. As you can see, they are mainly short range jutsu with a few exceptions. They are, however, quick to activate and mailable in there applications due to their lack of complexity. I generally find that mixing some of them in free-form close-combat is a good combo or even with proper taijutsu.

From now on, the way you'll respond to training is a little different. I'll post the jutsu and tell you a little about them, the you'll fill out a template I have. Be sure to perform the jutsu and the counter as if it were a real battle.

Now gather your katon chakra in a similar fashion as before, but this time perform the Snake → Ram → Monkey → Boar → Horse → Tiger and then inhale a breath of air. Then blow out a stream of fire from your mouth, through a ring you'll form using your Index finger and Thumb, shaping it into a large ball of flame.

1. It requires no hand-seals; it'd be as useful (if not more so due to it's rank) than the D-rank jutsu in close-comabt.
2. Along with the previous point, it possesses not only the element of fire, but the element of surprise. ;p
3. One doesn't necessarily have to directly strike the opponent with the jutsu for it to weaken them.
One/three disadvantages :
1. It's ability to knock someone out means that the user must be careful about how close they are to the enemy.
How you would use it in battle: I would use it when in close-combat, just like you suggested. Given, the situation, Saki could combine a simple D-rank with it to make it sponger whilst keeping the overall speed high. Also, I could apply it to (Doton: Iwa Rendan) - Earth Release: Rock Barrage, giving them a coating of C-rank fire.
How you would counter it: Even though it's C-rank, a quick timed Suiton jutsu of even D-rank can negate it.

Saki: Let's give that fireball technique a try now!
Urasan: Do you even remember the hand-seals?
Saki: Crap... Brother?
Urasan: Snake → Ram → Monkey → Boar → Horse → Tiger

*Without leaving their position, the brothers make the same hand-seals just spoken of and then form a ring with their right index fingers and their right thumbs. After taking a moment to knead chakra in their throats, again, they exhale flames that take the form of a large fireball and proceed to maintain the form with shape manipulation.*​

1. The sheer size of the fireball means that most low-level jutsu cannot block it in it's entirety.

1. It takes to make four hand-seals and in most instances, the enemy will thus be ready with a defense.
How you would use it in battle: It could be used by Urasan and combined with (Fūton: Ressenpū) - Wind Release: Violent Whirlwind, which could made simultaneously by Saki.
How you would counter it: A substantial barrier made of earth or water could be used.
One could also use (Fūton: Kaze Ogawa no Jutsu) - Wind Release: Wind Stream Technique to avoid it.

Just remember, a water of the same rank as a fire jutsu, will overpower it and strike you target with D-rank power.

Take out a lighter and light the flame, then inject your fire chakra into it and throw the device on the ground. You'll then manipulate the chakra you stored in the lighter, to make the flame grow into a decent sized wall, enough to obscure you from the view of my clone standing before you. It will serve as a defencive wall to some extent however it is quite the weak wall at that.

Three advantages:
1. It can be used to surprise an enemy during a taijutsu/kenjutsu confrontation.
2. The user can time when they want to activate the wall of fires.
Three disadvantages:
1. As you've said, the wall is quite weak.
2. Reaching for the lighter can alert the opponent to one's intention.
Strategies and combinations: Wind Release: Great Break Through / Wind Release: Great Vacuum Cannon
How you would counter it: Most water jutsu will overpower it and wind jutsu can use the flames for enhancement.
How you perform it: *Jumping back two meters whilst removing a lighter from his pouch with his right hand, Urasan quickly lights it and proceeds to knead chakra into it. After a fair amount of chakra has been stored in it, Urasan then throws it approximately three meters from where he is facing, putting its trajectory just a bit in front of senpai's clone. As the lighter hits the ground, Urasan begins to manipulate the chakra accrued in the lighter and with nature transformation in tow, the lighter's small flame quickly takes on the size of a small wall.*

Description: The user will perform four handseals Snake → Dragon → Rabbit → Tiger , and breathe fire along a cord or any other type of long object, which rushes forward in straight line catching the enemy on fire. A line of enemies can be used as the conductor as well. The flames are meant to target, and assault the enemy's upper body just like a projectile weapon.

Throw four kunai with cord attached to them so they land on the ground just past my clone, almost so he can reach out and pluck them without having to move from his spot. Hold onto the other end of the cords as you perform the Snake → Dragon → Rabbit → Tiger hand seals. Then you will breathe fire onto the cords, direting the flame along them so that they will eventually burn my clone as the flames erupt on impact. Hold the cord so that it in under tension and won't droop down to hit the ground.

With each of the wires now with arm-reach of senpai's clone, Urasan proceeds to make Snake → Dragon → Rabbit → Tiger hand-seals whilst keeping the wires taut. As soon as the hand-seals are complete, he then breathes out fire along the wires and watches as they quickly reach senpai's clone before erupting into flames upon impact.*

Description: The user first performs six hand seals Rat → Tiger → Dog → Ox → Rabbit → Tiger and they create a volley of small fireballs, which are sent flying in an unpredictable manner assaulting the enemy. In addition, the flames are controlled one by one with chakra, so avoiding them all is extremely difficult. Shuriken can also be concealed within the flames, creating an unexpected secondary surprise attack. Like the flames, the shuriken can be controlled with chakra. For the most part, however, this technique is used as a distraction.

Gather your fire chakra as your perform the Rat → Tiger → Dog → Ox → Rabbit → Tiger hand seal, then release from you mouth a volley of many small fire balls big enough to hide a shuriken in each one... which is what you're going to do! 1. It requires a hand-seal, which can be a dead giveaway that an attack is incoming.
2. Since it follows the anime version, it lacks the degree coverage provided by its manga counterpart
Strategies and combinations: I'd use Bringer-of-Darkness Technique to blind the opponent and then Earth Release: Earth Dragon Bullet to disorientate the opponent and ignite it all with the jutsu.
How you would counter it: One could use Earth Release: Earth Release Technique to make pillar for vaulting over it.
How you perform it (with as much detail as you can): *Heeding senpai's instructions, the brothers make the tiger hand-seal and begin to knead chakra into their lunges. As it accumulates, the brothers then exhale it all whilst applying nature transformation; creating two small balls of fire. As the balls are released, they rapidly fly towards the tree senpai had designated and watch it catch on fire.*

As the first fireballs escape from their lips, the brothers close their mouths and hastily throw a shuriken into each of them before repeating the process a few times. As each fireball is released, the brothers manipulate them, individually, and change their trajectory so as to confuse the clone.*

Apologies on the lateness, I've been busy in RL and also have work to do on the site now.​

Three advantages:
1. Though it starts off as a standard stream, it can take an opponent by surprise as it rapidly swirls around them.
2. The fact that it wraps around the opponent means that they must be very quick in countering it or use an omni-directional counter.
Three disadvantages:
1. Aside from having a small range, starting as a stream means a straightforward counter can be used to negate it quickly.
Strategies and combinations: One of the brothers could hide under the ground and when the enemy is distracted by the other brother (via ninja tools), that same brother could emerge and used the Ultra-Added-Weight Rock Technique to cripple the enemy's movements. With their body greatly restricted, they would have a great deal of time safely evading/countering the fire jutsu.
How you would counter it: Hiding underground or making an earthen pillar to propel myself upwards and away.
How you perform it: *With chakra accumulating in the back of his throat, Urasan then applies nature transformation to it all as he begins to exhale. As it is released, it takes on the appearance of a stream of fire that rushes towards a lone tree. Just prior to running straight into it, the the stream suddenly changes its movements so as to spiral up and around it, leaving a cocoon-esque blaze.*

Three advantages:
1. Having an aerial advantage along with more than one shot means that the opponent will have trouble safely evading.
Three disadvantages:

Strategies and combinations: Perhaps after using Earth Release: Swamp of the Underworld to restrict the enemy's movements and make it next to impossible to counter with an earthen barricade. With that in mind, Saki could follow up the fire shots of his brother with a powerful wind attack.
How you would counter it: Water techniques of a decent size can overpower all the fire shots.
How you perform it: *Taking a single, huge leap into the air... Urasan, with Saki residing within him, find themselves a couple of meters above the ground whilst the former is kneading chakra into his lungs. As they begin to quickly descend, Urasan begins to exhale his chakra very small puffs that lead to multiple, small balls of fire being released in a manner reminiscent to a rain of bullets.

Three advantages:
1. It's brightness can at least momentarily stun an unsuspecting target.
2. It's ability to be released from either one's hand or mouth provides variety.
Three disadvantages:
1. It's not particularly large so a decent-sized barricade could block it well.
Strategies and combinations: As Urasan uses Earth Release: World Shaking to disrupt the enemy's balance whilst detracting their focus, Saki can launch the jutsu towards the opponent in an attempt to blind them and also, injure them. Perhaps a powerful wind technique could be used to finish the opponent off.
How you would counter it: Water release: Water Bullet / Water Style: Water Gun
How you perform it: *After kneading a fair amount of chakra into his lungs, Urasan shifts his attention to yet another tree before applying nature transformation to his accumulated chakra. Quickly expelling it all in the form of a blindingly bright ball of fire, it streaks towards the targeted tree and upon impact, sets the tree aflame.*

Perform the Ram → Horse → Snake → Dragon → Rat → Ox → Tiger hand seals and then release a large flame dragon from your mouth, using chakra manipulation I then want you to break the fire into three sections that shoot out and attack that training dummy all at once. You will hit him from the left, right and front sides with one of the three flame sections.

Now charge your hand with fire chakra and throw small, compact balls of fire at my clone. These fire balls shouldn't be hot enough to set things on fire, but they should be packed with enough fire chakra to cause a detonation on impact. The best way of using these it to strike the ground near you opponent, stopping them from moving in that direction while dealing damage from the explosion.
