A projectile technique has a definitive beginning and end, which in no way compromises the power/range of whatever it may be. Fireballs and bolts, etc.
A streaming technique must be maintained with a steady chakra supply, and it also tends to be less definitive in its overall appearance/form. Flamethrowers and maintained streams of wind, etc.

For a combination, I would likely focus on first blinding the opponent or making them stumble so as to leave their reactions quite dulled.

One could use Wind Release: Wind Stream, Earth Release: Earth Pillar, or one of the Earth Core techniques to avoid the brunt of the attack and follow-up with a fast attack whilst the opponent is still holding their fan, if they are using one.
