Because he has a ton of other powers. Lasers and bombs, giant summons, sensing, multi-angular vision, absorption abilities, regeneration abilities and more still.
Are you incapable of perceiving factors outside of a single one? Can you not understand that any single thing such as power level can be affected by multiple factors? Too many times now you have called out "negs" when fights were close, taken conclusions as though there was no process behind them and so on. On account of how easily you reference different sources, you must be well versed on the story and its supplements, which makes a lack of pure knowledge to be very unlikely to be your flaw. So I must ask, do you have issues comprehending multiple factors at a time?
Because fights involve more than one character (usually) and so you cannot conclude the winner based only on how one side looks.
You must account for the other side as well. In this case, Hanzo had his whole squad DYING AND FLED THE SCENE TO THE FIRST ATTACK NAGATO USED. That is worse than a single injury, especially when your powers allow you to nullify that injury in multiple ways.
