I was assuming the bottom left panel of the first scan had Madara also use his Katon on the V1 Kurama Cloaks.

Which was wrong as it didn't get past the cloak. Plus it was used on Sasuke as he would have been sent flying as well.

He certainly was caught in the blast as the area that Madara was located was entirely engulfed in the flames.

Assuming the Fodders with the Cloaks were engulfed by the flames, then Madara did penetrate their Cloaks seeing as how they were wounded.
